After installing Netrunner 5 (13.06), I have to say that I much preferred the artwork in Netrunner 4. Where can I get the default wallpaper and ksplash for Netrunner 4.

The Wallpaper of Netrunner 4 should be included in /usr/share/wallpapers/ . As for the ksplash from Netrunner 4 that is currently not available to my knowledge.
