Hello,
When I want to start up my first rails project I see this error message when doing bundle install :
Could not find gem ‘spring (>= 0) ruby’ in the gems available on this machine. (Bundler::GemNotFound)
Does anyone know why this gem is not included ?

You would probably get better results asking that question in a rails or ruby forum.
Yes, I could but I see that Debian and Netrunner are the only one I see this error message.
So I think this is more a Debian/Netrunner problem.

Netrunner 14 is based on Kubuntu not Debian directly, however I do see your logic. There are not many ruby or rails developers here in this forum, if any at all, may I suggest that you try the Ubuntu Developer channels, you will probably have much better success there than you will here.
