Uh if I understand you correctly you want to change the highlight color of plasma. This is as far as I know part of this particular plasma theme enlightenment and are basically image files. So it is not easy changeable. You need to edit the plasma theme specific images to change that.
Take a look at /usr/share/plasma/desktoptheme/Enlightenment
I think you might find the images under widgets and for icon highlight the image should be called viewitem.svg if Iam not mistaken
