Hover funtions on Desktop folders and Links.

i have a couple machines running Netrunner 14.1 and 14.2 respectively. On these machines, I can hover my mouse over a Desktop Folder or Link, and it will display the contents of the folder, or drill down to a file that I want to get to, and then open it. How do I enable this function on Netrunner Desktop 17.01?

This feature is currently missing in Plasma 5.
It is planned to be included in the next big version 5.10
