I try today with FAT format to create in 8Gb USB with “persistent mode” from Windows 8.1 64bit, but do not done with “persistent mode”.

What can I do? NTFS format? with “Universal-USB-Installer-1.9.7.7”?

How I create?

This depends on the tool you use.
In general there are two options for persistency.
One is creating an image file on the fat32 part and the other one is creating a second partition on the usb stick which is a fully supported Linux one (like ext4, xfs or btrfs)

So if it won’t work with a specific tool you are using and you have a partition manager installed on windows which is capable creating a Linux filesystem then just resize the usb stick and give the bigger portion like 6GB to it and use the rest as fat32 for your tool to copy the live system to it.
