hey ive seen a few distros released lately (most recently slackware) that list 4.14.21 as the lastest version? which i gather is just KDE 4.14.3 with kdelibs 4.14.21. is there any reason or way to do this on netrunner 14? and just generally speaking what is it or how is it different from an up to date netrunner 14 ?

I’d say probably not since Netrunner 14 is based on Kubuntu 14.04 LTS.
The KDE Development Platform 4.14.21 is part of the KDE Applications 16.04.2 release.
