Why am I having Glitchy Graphics??

My graphic is flickering and various sized black squares randomly appearing all over the desktop while using the system!

I thought this was a thing of the past?

I even purchased a new video card and it has Not resolved the issue.

DELL Opti-Plex 760
AMD HD5450 graphics card
160 SSD
4GB ram 8-/

How do I stop this crap from going on??

Have you tried editing the compositor settings in systemsettings?
Like changing the opengl version?

I know nothing about that.
Ok… I looked and I’m trying 3.1 instead. I’ll see how that does.
